Under the rules adopted for other books from the framed bordered cover art era reprinted in 1978 with amendments but where the 'frame' remained in place, such as The Web of Fear and The Dalek Invasion of Earth, the smaller late-70s Target logo should have appeared bottom left but I doubt there was room for it next to the banner announcing 'The First Cybermen Adventure!' Consequently it disappeared altogether.

W H Allen needed to remove the large Target logo and they didn't have the original artwork, I suspect.
