I'm not sure how much there's consensus about anything in fandom any more (if there ever was). Tbh, I have never seen Chang Lee as a companion, although I'm in two minds about Grace - at least she went into the TARDIS, unlike Liz!
It's weird how I used to hate the TV Movie so much, but now feel vaguely nostalgic about it, admittedly without often having the urge to revisit it. But then, I feel the same about most of David Tennant's era.
Well, I think there are overlapping communities within which there is some consensus. I'm pretty sure somewhere around the TV movie (maybe just after it) there was some messaging to the effect that both Grace and Chang were companions but I don't think the idea of him as a companion ever gained much traction - he interacts with the Master far more than he does with the Doctor.
I think the first 20-30 minutes of the TV movie are pretty good and an interesting marriage of Doctor Who with the Police/Hospital procedural genre but I feel it starts losing its grip on pacing somewhere around the motorcycle chase and just becomes a mess once Eric Roberts gets into his Time Lord outfit and the action moves into the Tardis.
