Hungry Earth/Cold Blood is definitely one of those stories that seems to be driven mostly by a combination of stupidity and unreasonableness from all the characters involved.
I liked both Chibnall's contributions to the final Amy/Rory season but up until that moment I'd been largely unimpressed by his work and assumed he mostly kept getting jobs because he could at least deliver something workable on time and within budget (which, I understand, is not as easy as one might think). I can't say I've changed this opinion much since - he's clearly capable of competently running a show of the complexity of Doctor Who (a non-trivial skill), but I don't see much sign of excellence.
