My instinctive thought is that it probably actually is in flight because Jon Pertwee never saw a vehicle he didn't want to have a go in, on the other hand this is the 1970s when Terry Walsh in a blonde wig was considered a perfectly reasonable stand-in for Katy Manning climbing up a ladder so...
