No, he's wearing a red shirt underneath in that. Having had a trawl through first Google images (lots of publicity stills of this outfit but hard to find the episode) and finally our paper recycling bin, I have ascertained that it is as worn in The Hungry Earth/In Cold Blood.

Though, frankly, if the Doctor said he'd take me anywhere I'd make sure I had warm clothing because, you know, quarry near London/Cardiff.
