Vampires of Venice is, well, oddly unremarkable. I looked back at my review of the time and note I didn't have a lot to say about it then, mostly speculation about how the dynamic between the Doctor, Amy and Rory was playing out in which, I think it's fair to say, I grasped the basics but failed to appreciate quite what a long game Moffat was playing in terms of the changing dynamics between these three.

In retrospect this episode isn't about rejecting the characterisation of Mickey in Davies' Who, or presenting Rory's acceptance of a place in the Tardis. It's about showing Rory's first, reluctant steps to becoming a companion in his own right and not just as Amy's boyfriend.

Beyond that the setting is fun, NLSS Child enjoyed the fact it is Venice, which we visited last year (though I think tame layman had more fun pointing that out to her). She noted that the idea of the "perception filter" gets used a lot in Doctor Who and wondered why, in that case, the Slitheen went to all the trouble of wearing body suits.

At the end of the day, Vampires of Venice doesn't do anything wrong but is, somehow, not particularly exciting.

Production-wise, I suppose it hadn't been thought of yet? Can't remember whether it had already been mentioned by the time the Slitheen showed up. Is there precedent in classic Who? (I don't have enough of that under my belt to know; the selection on Netflix is small.)

In-universe, I suppose Raxacoricofallapatorius doesn't have that technology for some reason?

Classic Who didn't do aliens disguised as humans very often - it was keener on possession based stories - possibly because of special effects limitations. Scaroth of the Jaggaroth in City of Death springs to mind as an example but he's wearing a mask.

In universe, yes I'd agree, for whatever reason the technology wasn't available to them.
