I think this must have been cut out from one of Andrew Skilleter's Doctor Who calendars, but this is all I have floating around my file full of random Radio Times clippings, disassembled convention programmes and BBC information sheets.

Is that from one of the individual-Doctor books on the history of the show that Virgin did at the turn of the century?

It's definitely from earlier than that - early 90s at the latest, probably some time in the 1980s (since I grew out of my tendency to take scissors to my various bits of Who memorabilia at that point). My first thought was a calendar since Skilleter produced several, and even though I don't recall owning one, I've just looked on the reverse side and its listing images by month so it must be. I guess this was the cover? No idea what happened to the pictures on the inside.

Skilleter was great at this kind of image, with the slightly cloudy background and an accurate rendering of someone's features.
