Yes, The Green Death. I'm not sure if it is the sort of thing a UNIT agent would pack to Llanfairfach, but UNIT is a singular organization. Not to be worn up on slag heaps, even with the professor.
It's presence does rather imply she was anticipating the opportunity to go to a party or on a date, though, I suppose, given her spying background it's possible she always travels with a trunk full of "disguises".
To be fair, it's pretty clear in the story that she has a massive crush on Professor Jones before she even thinks of going to Wales, so it's possible she packed it deliberately. But Jo's fashion sense in general is, er, unique.
Jo is not alone in having a unique fashion sense. Many classic Who companions had some very questionable wardrobe choices (not in terms of practicality though female companions are often put in distinctly impractical clothing) which make you wonder who on Earth thought they looked good in those clothes.
