I think it all depends on intent here. I think if the intent genuinely was to set up a female counterpoint to the time lords then making them basically a bit thick and backwards is pretty misogynistic (especially since this is from before the time the show decides to depict the Time Lords as also stagnant and a bit thick). If, on the other hand, as I suspect, they are just supposed to be your standard "cult" then its perfectly reasonable.
