I think you could argue that Moorcock has always had a fantastical element to his science, and of course, is interested in Time Travel. What surprised me with this is that I would have described a lot of it as barely competent and I would have expected better from a well-established writer even if they were mostly sleeping-walking through the writing process. And to be honest why sleep-write a Who book? I doubt, even in today's better funded incarnation, that they pay enough to be worth writing if you're an established author and not interested.
