It's certainly a sign of some very confused thinking on the part of the production team. I guess, possibly, if it had been a runaway chart success that might have exerted some pressure on the BBC but that was always going to be vanishingly unlikely, so you are left with the bizarre notion that the existence of a record sung by a handful of B/C-list celebrities and bought by a handful of die-hard fans can somehow exert pressure.

I suppose its possible JNT just saw it as a mechanism for keeping Doctor Who in the newspapers and believed that to be a good in and of itself.
