Before I had ever seen this story I encountered some fantastic Menoptra cosplay at Gallifrey One. That kind of predisposed me to liking it. I rewatched it recently, still kind of fond of the bones of what's there, but I do wonder, though, how much better it would be with 1) 21st c. budget & effects and 2) editing the story down to a single modern-length episode

Agreed. I read the novelisation first and really liked it, a lot of what let's it down is production values and pacing.
