I _think_, if you assume that the the reset would only work if Ruby got to the end of her natural life (for some reason) then it was necessary for her to stop Roger ap Gwilliam because the Doctor wasn't there to do it. But I think for that to work then the reset bit needed a bit more set up and logic - though that may be just me.
