It's certainly paradoxical that the show is giving the impression of enjoying itself more even as the Doctor has become less bubbly and more angsty. But I suspect part of the thing is that it is SF-angst with SF-trappings while series 11 was often trying to engage moderately seriously with complex real-world issues.
