Agreed that Aaronovitch wasn't a fan at that stage, although he had a steep learning curve, but IIRC, the idea of a Dalek Emperor that looked like the one from the TV Century 21 comics that splits open to reveal Davros came from SFX man and card-carrying fan Mike Tucker (one of the relatively few people to work on both 20th and 21st century TV Who).
